We had to remove one of our EC2 couchbase instances due to and aws hardware issue that the EC2 was running on. We originally had 3 we stopped 1 EC2 instance and the couchbase config spun up another and added it to the cluster. We failed over the one that we stopped and now it is continuously failing on a rebalancing error

Everything looks fine but its still trying to rebalance but fails. Any ideas how to fix this?
