I have RHEL VMs running on google cloud platform and I manually installed couchbase-server-6.6 on those VMs.
I was able to initialize the node and created a cluster using couchbase cli commands.
But not able to connect to web console using both private and external IPs.
Anything else needs to be done in order to access the webconsole?
Please advise.

Did you enable the connectivity to the ports on Couchbase Server? It sounds like that could be the problem here.
For more detailed instructions on enabling the connectivity to the ports on the Google cloud platform, you can check the instructions.
Depending on the services running on your nodes, you can check this document for the list of ports used by Couchbase.
