Suggestion for Sizing Server

Hello

I want to make a design for my server and I want some advice. The volume of my client is as follows:
I wish referencer all data from a client in a single document, I believe the size of my document to 150 KB. I have 15 million data (70% of the data is fixed or evolve very little and 30% has a significant evolution).

My server must be able to answer in less than 100ms

Suggest what sizing me?
